I'm using a Lenovo ThinkPad (OS is Honeycomb), and the downloads come from the included browser of Android.

To me that looks like the notification bar, which on some tablets is on the buttom (instead on top, like with phones). Did you try to drag the bar up, and hit the "Clear" button which appears in the notification area then? – Izzy Aug 8 '12 at 20:58
