I have a motorola xoom tablet and I would like to know if can I upgrade from android 3.2 to android 4.x, Is it safe? does it has any performance enhancements? Any enhancements for battery life?

Can it be upgraded? Yes. See android.stackexchange.com/questions/14766/…. Safe? Well, it's an official update, so it's as safe as it can be. As for the rest, you can read the changelog. – Al Everett Jul 18 '12 at 12:37

I can't speak for the performance of 4.0 on the Xoom specifically, but i can tell you that ICS is a markedly better OS than 3.2 and offers numerous performance advantages and additional new features.

Most reviews on 3.2 vs 4.0 running on other tablets report little to no change in battery life.
