I want to debug my application on the phone and at the same time I want to enable USB tethering so that I can access Internet on my PC.

Is there any way so that I can connect my phone then enable USB Tethering and USB Debugging at the same time? Are there any applications exist?

I have to disagree, development questions are of topic, not questions asked by developers. "How can I connect my phone then enable USB Tethering and USB Debugging at the same time?" is not a development question. It's a usage question. –  Matt Oct 28 '12 at 11:11

adbWireless is a great debugging tool if you can't use the USB port. It requires a rooted device. Connect with adb as shown on screen and use adb as usuallty. https://play.google.com/store/apps/details?id=siir.es.adbWireless&hl=en
