I don't know if I'm right in defining it "Title Bar" but is this:

I want to be able to change size and colour of the bar where it is written "Iconic memory" in the picture.

I know there are several ways to obtain this while developing an app but that I need it to change my ROM's default values for this.

Any hints?

If it's a useful info I'm using Lewa Os (based on cyanogenmod7)

If any, you'll have to modify each apk you install as the title bar is defined by the app not the OS, what's the context of this question? – Lie Ryan Nov 12 '12 at 11:29
@LieRyan I've seen roms that have different default title bars, so it's definitely possible. Even one of the default CM7 themes changed it's size. It's probably somewhere in the framework-res's styles. – Richard Borcsik Nov 12 '12 at 11:55

@Pitto The framework-res.apk in the /system/framework/ folder. if you decompile it, check in the res/values/ folder. styles.xml holds most system-wide styles, so probably that's where it is. It might be called WindowTitle but I only have 4.0 roms at hand so I can't check. – Richard Borcsik Nov 12 '12 at 14:34
