Does anyone understand the rating system ?

My app has a average rating of 4.6 in Google play and about 200 comments with 5 star. There are 2 comments with 1 star. One 1 star comment is simply "stupid". This comment "stupid" is an old one , but appears at the top of the commentslist in Google play. I guess the list is sorted default by most helpfull? Is that true. I also marked this comment several times as spam. But it rests at top, which means significantly less downloads.

Does anyone has a tip or trick to move this comment from top. In my meaning it is unhelpful comment . Is there a way to see how many times a comment is marked as helpfull?
