I am using stock ICS 4.0.4 on my phone and it seems to be missing a utility which I have seen on other Android phones with ICS. It doesn't have the option for voice to text native app for messaging.

How can I activate it?

Note: I do not have an always active internet connection

Text to Speech - Voice to Text is an app that can do so:

Just Talk, It will type for you, an Animation will speak for you and send message to your friends, it lets you convert text to voice using the Text-to-speech engine on your smartphone.

@Izzy but it also says "NOTE: Please be sure "Text to Speech" and "Voice Recognizer" are enabled on your device under Setting > Language/Voice Input and Output. Also, Wifi/Data Connection should be enabled to use Voice to Text." – ZnewmaN Feb 12 '13 at 15:05
