I have a HTC One Mini. I don't get any notifications for missed calls or new messages on my lock screen since the 4.3 update. I have the option enabled in my settings. I tried resetting factory settings, turning on and off lock screen notifications but nothing helps.

You could try Dash Clock Widget: play.google.com/store/apps/details?id=net.nurik.roman.dashclock It has notifications on lock screen for missed calls, texts, emails etc all in one. It's a fantastic app and may be a good work around for your issue. You can customise the clock to match the 4.3 default, or to your own liking. It's not a fix, but I don't have a mini to test the sttings on. – RossC Dec 24 '13 at 9:19
    
It seems like it is a bug as per this thread in XDA. Untill HTC fixes the bug, you can use Dashclock as mentioned by @RossC. – k1chy Dec 27 '13 at 10:56
