What's the best converter to use to convert WMV to Android MP4 and what are the parameters (dpi, fps etc...)? I tried the Wondershare converter but when the output was streamed in the app only the audio played.

An alternative to converting WMVs to a format that the stock video player recognizes is to install a video player that can handle it, such as Mobo Player or arcMedia
