Google Voice should do what you want if you're in the US. On my phone I can go to Settings -> Call settings -> Voicemail and set it as the "Voicemail service" (you'll need the Google Voice app to do this). There might be other apps to hook into this voicemail service setting but I can't find any at the moment.

Currently and sadly, there's no such option to allow the action of auto-answer an incoming Skype call. I thought this was totally possible but for the life of me can't find anything that says it is. I was sure I had seen that option somewhere but going through the settings on my EVO 4G (similar to the Shift) I can't find anything that says auto answer. Same thing when I searching around online. So it appears that there is no built-in way to set Auto-Answer ...

Here is the google play link for Google Voice, if that's what you have been looking for. Total offline answering machine functionality is not possible due to androids technical barriers. If you have not yet rebooted your device since this problem started, do that first, then try the following if that still doesn't correct the issue. Log in to the Google Voice site and go to Settings -> Calls and turn off Call Screening. Now see if a call will go through, you wont have to press "1" because you are no longer screening.
