Have you tried 3rd-party solutions? Call Confirm app on the Market seems to do exactly what you need. I just installed it and can confirm that it works in conjunction with other apps (Voice Search, Google Voice, etc.)

You can go to settings-> applications and choose "all" tab to see the list of all apps and services. Scroll down to the end and choose voice search, which brings you an option to stop the service. If your device is rooted, you can go one more step ahead and even uninstall the voice search app. In that case, you may need to have app like Link2SD.

In Google Voice app go to Menu -> More -> Settings -> Making calls -> Ask every time I make a call. Now you will be presented with a pop-up asking to choose whether or not to use Google Voice for this call.
