Just search on the Google Play store for "custom locale",
there are a couple of apps that will allow you install a LOT of languages.
I tried many times on different devices and Android versions, sometimes some menus or apps do not change the language, but on average it's OK.

Having had no better suggestions I did try a factory reset and it seems to have resolved the problem entirely, indeed the phone 'feels' new. Whilst it is annoying, it's been over a year since having the phone and it only took about an hour to factory reset and restore important files, so it's not the worst solution out there.

Do this:
Boot into Recovery
Wipe cache
Wipe Dalvik cache
Wipe them again
Install your ROM
The first successful boot afterwards is going to take a while, as it is rebuilding Dalvik cache.
If you are not boot looping here, just let it go for a long while. If it boots a while and reboots, wait some more.
