No. There's no relation between those two things. If you connect your phone via the USB it gets charged. It doesn't matter if you don't use the USB connection at all or transfer files or tether your data connection or do any other stuff while it's connected. The charging circuit doesn't even know that it's connected via USB and that there's data flowing. ...

Android, starting from 4.0, does officially support a form of p2p wifi networking called Wifi Direct. A Wifi Direct-capable device can create an access point which any other Wifi-capable device can access. I don't know about Nexus 7 specifically, but Galaxy Nexus does support Wifi Direct so I'd presume that so is Nexus 7.

The Milestone is an unofficial port, and USB tethering is not yet supported. There is a feature request on their issue tracker for this. The most recent comment on the above mentioned ticket indicates that it's been fixed as of 7.1.0-RC15 and should now be included.

ClockworkMod Tether does USB tethering without root and Bluetooth tethering is planned (it's still in alpha). Unfortunately, from what I understand only Windows, Linux & Mac OS will be supported, but who knows what will happen in the future (maybe Wi-Fi support). Koush's apps are great.

You can simply install the GoLauncherEX and then install the GO Switch Widget. It is awesome and lets you control lot of other functionality other than tethering.

I use PDAnet for the USB tether (which is something like $16) and FoxFi (Free on the Android Market) FoxFi enables Wi-Fi WITHOUT rooting. I use it all the time, even for running my kids Wii. Should work fine for running your tablets, iPhones, and iPads, etc. Works great for using my laptop while traveling also. They both work awesome for me.

I've found a good tool for reverse tethering on xda-developers forum. It's called Android Reverse Tethering. It works with Windows and requires a rooted phone. It works fine on my HTC Desire HD running MIUI v4.
