I think you are confusing your ROM version (4.0.2.A.0.42) with CWM's version. Doesn't matter if you want to replace your ROM by Cyanogenmod anyway :) Remember to put the zip on your SD card before flashing the Cyanogenmod kernel as it doesn't work with the stock ROM or vice versa. Also, Cyanogenmod 9.1 is already out.

Break your phone and have it repaired, in general the technicians will thoroughly flash your phone :) So there must be one but I wasn't able to find it when I needed to.

Unlocking the bootloader is not required for CWM on the Neo V, you just need root.

I have an Xperia Neo V but since it's running Cyanogenmod 9 that probably doesn't matter anyway. That option is already enabled; I guess some apps just use custom password widgets and thus this option doesn't work in them.

OOM killing is done by the kernel and no app can prevent it or "lock" a process. The app you have linked to is a task killer that kills apps itself. The locking feature you are referring to will only prevent killing by the task killer.
