Could you provide an example link? CyanogenMod is no recovery, so this confuses me. Usually, CM ships as flashable ZIP (to be flashed via the device's custom recovery) – but then it's not named .img.

I very much doubt that – it's rather the other way around: turning off mobile data would stop background data along its path. Background data should only be active with mobile data (or WiFi) being enabled – but they should not enable it automatically. No data means no data, and that includes no background data.

I can't tell that. After all, you already confirmed the "general TOS" when configuring/creating your Google account on the device; so if there's a different agreement required, denying that should be honored (and if not, you shouldn't be asked). You could report that as a bug to Google – which is the only party to answer this question, I'm afraid.

@Schwertspize still "maybe though" – as the top-answer there basically says a.o.: "if there's a ROM for it …" Which would meet your software-difference. If the same device is shipped with Android, and that ROM is available – there you are.

Request for clarification: did you establish a Google account at all on that device – maybe for contacts, calendar, or some other part of the Google Empire's apps? If so, could their TOS be interpreted in "authority on all things Google"?

@Firelord the question isn't where to switch things, but rather how to bulk-switch *with a single tap. Quick-settings would still involve toggling each feature separately. See the CM Wiki on this, and check these images to see what it's about :)
