See: Is there a minimal installation of ADB?. Minimal install archives are available at my server for Linux, Mac, and Windows. No need to install the entire (30 MB+) SDK, as most places tell you, unless you plan developing :)

When you adb shell, you're the user shell. Almost all users on Android correspond to some app, root being an exception – so you can think of it as being in the realms of the "shell" app. Switching to a different user might be restricted to root again (I have to admit I never tried, so I cannot be sure about that). But yes, having root makes many things a lot easier :)

I usually use adb install *.apk, so I don't have to look for it on the device :) But no: none of the directories you've named will be shown to your PC normally. What you see there usually is located on your SD card(s).

When logged in with the secondary user, emulated/ should point to the secondary user's data. No way to access all without root. And correct, there's no official process to root your device; you might want to check our rooting tag-wiki and rooting index to check for generals and for your device. If not listed, be welcome to ask a new question for this.

That APP2SD feature was introduced with Froyo (Android 2.2) alright – but many manufacturers dropped support for it starting with ICS (4.0). So you need to check first whether the device supports this. If so, this would really help (as it "frees" some space on internal storage). Apart from that: See my comment on the question, the error message in most cases refers to device-internal storage (/data) only, not to the internal or external SDCard.

OK, let me be a little more precise: You write "I have 1.7GB of free space". Question is: Where? Android devices have multiple storages. Most "low on space" messages refer to the device-internal storage (see the mentioned tag-wiki). So it doesn't matter/help in those cases whether you've got some Mega-SD-card with 1 TB free space – it's the internal one you need to check. So please, see the linked tag-wiki which already explains it all, so we don't need to repeat the basics over and over again :) Thanks!

I'm a little at a loss here: "updating the settings files manually via entering adb shell" requires USB debugging to be enabled already, so how shall that work? Following your link, it seems you've missed to mention a crucial requirement: installing a custom recovery which has USB debugging enabled. Could that be?
