Apart from agreeing with you that this is a correct answer, @RyanConrad (+1 given) – I agree with the OP that this should be a decision left to the user. Give it a couple of "do you really want..." warning screens is OK, but forcing me to reveal details I don't want to give is blackmail. Not that "how to change the policy" is something for Android.SE – but I'd love to hear whether there's another way, and be it with "root powers". Same issue is bugging me, and like the OP, I don't want to give more details (but unlike him, no important things in my G-Account ;)

For a starter, please take a look at our malware tag-wiki and follow the first-aid links. As you already described the issue started after installing those apps: Have you tried to remove them? Did that help? And btw: where did you install those apps from? // @Lucky no such thing like a "virus" on Android ;) But malware indeed, yes. Which is why I've added the malware tag to the question.

Yepp, that would be my guess as well – a "fresh flash" might solve it. Maybe you edit your answer accordingly, and we clean-up (remove) our comments then? Don't forget a pointer on where to get that ROM (if you have it – if not, check the "hot" questions on the rom tag, first link on that page ;)

Small hint, though: What you describe is a factory-reset. A hard-reset would be "removing the battery and put it back in" ;) Then, the concluding sentence in the question is: "I did a factory reset and wiped all my data with no result." So what you describe was already tried without luck it seems (yeah, that ugly small-print always ;).

Matthew's answer is from 2011, so it's definitely pre-ICS. My guess is that the netcfg command was renamed/removed meanwhile. Try replacing it by ifconfig (i.e. su ifconfig usb0 dhcp and see if that works (pointer taken from here). In the worst case, that might throw another error message. You could also check whether there's a similarly named executable (e.g. by typing net followed by a "<tab>", if your terminal/keyboard supports that – or by walking through the /system/bin, /system/xbin etc. directories).

@Fasna I've never seen the bars missing. But there's a comparable issue on some LG devices, using the wrong interface for battery stats by default. I worked around that one using an "activity explorer" like the one built-in to "Apex Launcher", or the stand-alone Activity Launcher, exploring the "Settings" app for available "activities". You could try that, maybe there's an "alternative activity" hidden where the bars are enabled. No guarantees, however.

First thing I'd try would be clearing all caches (which can be done by booting into recovery mode and select "wipe cache"). Sometimes "broken cache files" cause issues like that.

@AndrewT. already pointed to the right thing: "radio" doesn't necessarily refer to "fm radio". In battery usage, it rather refers to your "phone radio", i.e. the cellular service. If it would refer to fm radio, the corresponding app would be shown as consumer.
