Yes, Kies will offer you official ROMs. Unofficial ROMs would be 3rd party ones like CyanogenMod and MIUI and a bunch of other less complete ones. All of these would be downloaded from other websites, not offered via Kies.

Jul 17	comment	Getting call options such as skype/viber again Don't think of it as "Phone is the default action for this contact" think of it as "Phone is the default action for calling". You can either bind Phone to calling, or you can leave calling as default action free, but it works for all contacts, not just one.
