comment WiFi network not accessible with modified MAC address
The .macaddr file does not contain characters. It contains 6 bytes that represent the MAC address. For example, if you want to change the MAC address you need to write the bytes 0x00 0x11 0x22 0x33 0x44 0x55 to the .macaddr file. You can do this in bash using: echo -e "\x00\x11\x22\x33\x44\x55" > /persist/wifi/.macaddr

@Flow the question is specific to USB tethering, I am not interested in other solutions. The question made it clear that a source modification would probably be part of the solution.

@Flow tethering can be used simply as an ad hoc way to connect two devices and does not imply an internet connection

@Flow I still disagree with your answer. There still has to be a way to enable the USB tethering option in JellyBean even regardless of the radio it uses...even if it means modification of the source to make a custom ROM

@Flow I disagree, I want to just communicate between the PC and Android. If the regular USB tether was enabled there would be an IP connection between the two
