They are "true 3G", if they work on a 3G network. I think you are a little confused exactly what 3G is, the "3G" part of that protocol just means the mobile data network. While it is true that these apps may not be "true 3G-324M" compliant. I dont know if these apps implement the protocol or not. Android, AFAIK, does not have a built-in stack for 3G-324M. A company named "RadVision" seems to implemented a Stack for 3G-324M, but i was unable to find any applications that support that protocol on android.

android does not have "video calling" out of the box. there are applications like "Gtalk" that supports it in android 2.3 (on devices with Front Facing Cameras), and there are applications like QiK,Fring and Tango that do video calling.

i used z4root to root my brothers Droid X (I don't know of it's availability any more, but i am sure you can find it if you google it). It was as easy as installing the app, and clicking "root". No data loss at all.

the exported file would already be on there probably saved as "contacts.csv" or something of the sort. if it's not there, then they never exported and you would be spending more time then the cost of a new sdcard trying to find data to identify the owner.

a "lock screen widget" does not actually lock the device. the lock screen cannot be replaced (currently) in android. These applications attempt to override the lock screens. they are nothing more then applications that have no title bar. I have yet to find one that works without any lag when turning the device back on. If you feel that that these fit your needs, then great, but they do not actually lock the device.

Sounds like the contacts are save either "To Phone" or "To SIM", they need to be "exported" and created as contacts on the gmail account.
