Llama just checks which cell tower you're connected to. Using coarse network-based location When WiFi is turned off does the same thing I think. Not very power-consuming to check once every minute or so. Also, if the phone is asleep Llama won't wake it up, instead just waiting until the screen is turned on to check.

I expect any OS to slow down over time to some extent. Certainly I have to reboot my Windows machine every week or so as well. If rebooting is not a problem, then I don't have a problem.

@Steve Fair point. That happened with me just this month with Google Reader. But I figure if you're being frugal then the "Data-Hogging" notification Onavo gives should be enough warning that an app is misbehaving.

You're right, it's not strictly enforced. I'd start with that, then use Onavo Count to keep track of and disable apps which are ignoring the setting. See my edited answer.
