Did you try with 4.4.2 (KitKat+). I have had no issues with my Nexus 7 (2013). Can you provide more details of what you are actually trying to achieve? (not just use USB-OTG)

The Nexus-7 (2013) 'razor' was released with 4.3 (JSS15Q). There is no official 4.2 or earlier versions.

The timestamp issue should be raised as a separate question. It is mostly the old 'push' / 'pull' problem, with the recipient host not honouring the (remote) timestamp. This can be circumvented by copying 'from', instead of 'to', the target location.

Thanks. I get prompted (for MTP or PTP) when I plug in an SGS3 Mini (with 4.1.1). It connects (but does not work) under Nautilus/Ubuntu 12.10. But for my Samsung Tab2 7.0 tablet (with 4.0.3) I have no USB settings (except enable/disable debugging). My PC does not even detect the device attached.

Unless you have an ARM-based desktop, you need an emulator. There is one included in the Android SDK (for Windows, Linux, etc.). Can you re-state your question?
