@Izzy AFAIK you can not execute an regular Android app with root UID, or change the UID of an running app. The only thing you can do is execute command line programs with su and therefore execute commands with admin permissions.

Technically this ends up in a clone of Google Play: Set-up a server that provides one or more APKs. On client side install an APK manually that connects to the server and downloads and installs new APKs automatically. Everything is possible but I don't know an ready-to-use solution.

Even if WiFi is a global standard, some channels are not available in all countries. A lot of devices for the US market ignore all 802.11a/b/g access points on channels higher than 11 which cloud be used in Europe without legal problems. Don't know if this also applies to Asus Transformer.

The phone has to be on and on-line some time after you have issued the remote wipe command. If the phone has been switched off (and stays off) the wipe command is useless.

The problem is that a short PIN can only secure the device when it is on. Therefore switching a stolen device off prevents the device from being wiped and additionally the PIN can be broken in an offline brute-force attack. Hence a short PIN doesn't help you in this situation.

@mahemoff: Do you have to use a special tethering app? Because usually a mobile network operator can not distinguish between traffic caused by the smartphone and a thethered computer. I only know special data plans for computers using a second SIM card (and own UMTS modem) on the same contract - but that has nothing to do with tethering
