comment How do I escape a crash/reboot loop without losing data?
@KevinOrr Again, as I've said multiple times, no. The phone is not unlocked.

Oh, I see the "Linked" column only shows linked posts if you use the "share" short permalink. I've updated the post to use them.

So it turns out that I was misunderstanding how to get into Safe Mode... but Safe Mode is even more useless than regular mode.

@Peter No, the phone isn't rooted (as I've mentioned multiple times), but if there's a way to get a custom recovery without losing data, I'm willing to do it.

Well, yes, I've seen that page before. Along with many others. They all say "factory reset" or "call Motorola/AT&T". And given how many different posts about it I've seen in my searches, I figured it was common knowledge when I originally posted. But tell me more about this recovery zip and dalvik cache. (And perhaps do so in an "answer", so that StackExchange stops yelling about having an extended discussion.)

And the apps I most recently installed were games from the Google Play store; I have since uninstalled them via the Web interface, but I'm not sure if my phone has given that a chance to propagate.

Of course there is an explanation. This is computer software. It had to have been programmed this way (whether that happened intentionally or not is irrelevant). And I know that there are a number of different debug boot options that could be used, or various modifications that could be made, to help get around the issue of USB connection. I have elaborated above on what I mean by "crash/reboot loop", so that we can be sure we're both talking about the same thing here.

Elaborate on what actually happens.

Yes, they all say roughly the same thing. That's why I felt the need to create a new post here. I'm looking for a different response—or at least one with a little explanation, instead of people just blindly recommending starting over from scratch.

I'm afraid you haven't instilled much confidence in me that you're even familiar with this problem, so I hope you'll forgive me when I express my reservations with your proposed solution. I am looking for ways to get around the fact that the USB connection is not working in the standard expected way, and I have already searched and read a number of official and unofficial websites and forums for more information. None of them, however, have given me any explanation as to why this problem is occurring, nor why I should simply throw the baby out with the bathwater and start again.

If the kernel is buggy or incorrect, it is not because of anything I did. As I said, this appears to be a common problem, and I have not modified the phone in any way. The only thing I did differently in the days leading up to the beginning of this issue was to install a few new apps. But I have no idea if any of them caused this problem, nor which one it could have been.

Yes; as I said, it had no effect.
