You have to consider the question of scale at that point. There is no way that Wine or VMWare could run ALL windows programs as well as a Windows machine. If the program isn't all that processor intensive then it will do as well since the machine is not being taxed but if the app really uses the full resources of a Windows machine then there is no way that Wine or VMWare could handle it. Same thing with an iOS emulator. If what you're trying to do is text editing then sure, you can make it work, if you want games, not so much!
