I found a bit more info, in this case related to one of the SoC GPU designs, ARM's Mali: The kernel-side Mali driver is open source and customers often have it as part of their Linux trees. The user space driver (i.e. the OpenGL ES/EGL stuff) is, however, closed.

This clarifies the situation for me. After googling a bit more, I found this: Avionic Design GmbH from Germany, are working on submitting open source drivers for Tegra upstream to the mainline Linux kernel which I guess refers to the interaction between the binary drivers and the Linux kernel.
