Giving the bounty here because this is close to what I ended up doing. Basically, after a little struggle with getting the right firmware and ROMs, I ended up upgrading to an Android 5.0 ROM, and all my wireless worries seem to have gone away.

Thank you for responding. I do have Titanium Backup, but it is not currently configured to run any scheduled backups. It is a good idea, though, to do an inventory of apps and see if any of them are impacting wifi. The only downside to this advice is that I have a lot of apps. It would be ideal if there were some way I could narrow the focus.

@AdiInbar, I don't have a rooted or custom ROM that I know of, but it is possible that my carrier (DoCoMo) modified it in some way.

@AdiInbar, on my device, under the Display section, the bottommost item is Increase touch sensitivity. There is no check box for showing the percentage. I have looked in every location suggested in every answer and comment, and the option does not exist on my phone in any of the locations suggested so far.

This may have worked. Under Storage -> Misc there was a file caled 0 that was 9 GB in size. I took a chance on deleting it, and my tablet seems to be running fine. I hope it wasn't important, but I can't imagine any one file that needs to be 9GB in size.

Thanks for the update. However, I swear my Samsung does not have the "Show battery percentage" checkbox anywhere in the battery settings. It looks exactly like your second image with the graph and the list of applications, but no checkbox for battery percentage.
