You are welcome :) The Play Store is in its infancy in many regions, but that is because of licensing issues, and the fact that Google usually focuses on select markets then expands slowly to cover other regions.

A Swiss Play Store does exist, it just does not have access to the same content as the UK, US, or German Play Stores. The German Play Store will have access to the devices excluding the Chromebooks, and will not have access to Magazines. And he will have to be in Germany (or use bypassing methods) and have access to a German credit/debit card for it to work.

@meds You don't run it from the phone, you have to connect via your PC using adb and fastboot. This a guide for setting up adb and fastboot on Windows. Alternatively, you may want to use this One Click Method

I know you have already said that you have USB debugging turned on, but can you please check again? Sometimes it gets turned off after an update. (Sorry if this is not the case). Also, yes I believe updating will "unroot" your phone..

comment Why do some apps get frozen every time I reboot?
Some Google services "freeze" if you are in an unsupported country when you first setup your phone (Books/Movies/Sound Search/Magazines/Wallet). This is done once on the first configuration. So if you setup your phone in the US then traveled, the apps would not freeze. I am unaware of any configuration file you can manually edit to remove this, if you are willing to do so, you may format your phone then connect through a US ip address on first setup. [NOTE: This may not be the best method, and it may not be approved by Google, and may lead to loss of data if you don't backup]

@bigbadonk420 there are a lot of issues that may cause this, if I may ask you to try connecting on a different hotspot, or if you are trying to connect from work, check that they have not blocked communication with the Google servers used by Google Talk, or the port which Google Talk normally connects on. Note also that if you are connected on a WiFi hotspot that uses authenticated proxy, Google Talk, won't be able to communicate with Google.

I just tried this on 3 Jellybean devices I had handy. Unfortunately all of them behaved normally, so I couldn't replicate your issue. Hopefully someone who had a similar experience might answer and provide the solution. Ideally, even if you have low RAM, Android would automatically "save" your browser state and automatically load it back into memory when you try accessing it again. - Side note: I suggest adding your device to the question, it may be a device issue.

This is the first time I hear anyone suggesting changing the location of your Google account. Note that Google uses your credit card as well as your IP address and SIM card, so event if you are browsing the UK site, but don't have a UK-issued credit card, you can't purchase anything from there. A good way to tell between markets is by looking at the currency being displayed. (£ for UK)

In other words, attempt to login from the app, enter the Google account username/password. When asked for the verification code, press home, the open up authenticator, long press on the code and select copy to clipboard. Now press home again and go back to the Stack Overflow app. select the text field, long press, and select paste.
