Google does not block Kindle Fire units from the store. The Kindle Fire OS itself is blocking the app when your KF is not rooted. You must root your KF if you wish to use Google Play. (forum.xda-developers.com/showthread.php?t=1792406) Alternatively, use a factory reset to remove Google Play from your unit and you will no longer be nagged by the update notifications.
