Not from my experience, it doesn't. When at new location abroad with all data turned off, GPS needs about a minute in a clear sky conditions to get a lock with 6-7 satellites at all times. After that, lock is maintained easily, with some 20-ish seconds needed to re-lock if the GPS has been turned off for a while. Besides, most (all?) Android devices have AGPS, which significantly speeds up the positioning, and the AGPS data is not dependent on Google in any way.

This is a dangerous advice: SSH Windows is positively ancient (7 years since the latest release, for a critical piece of software) and unsupported. Better alternatives exist, and Wikipedia lists most of them.

If you find yourself hampered by Google's requirements, you can just set up a bogus GMail account that you don't use for anything else and will only be associated with your device without containing any of your personal information.

Depends when exactly troubles happened. If you make a backup of your stock ROM during recovery (which is suggested in the HOW-TO you linked to, and is strongly recommended anyway), then you can revert back to it if you are not happy for some reason with CyanogenMod.

Depends on how you define "safe". The guide seems all right and provides step-by-step instructions. As it says in the disclaimer, you have to be careful and follow the steps exactly unless you know what you are doing. From experience, it's only scary the first time, and unless something goes terribly wrong, your device won't be bricked irreversibly.

I'd venture a guess that the delay is caused by the Messaging application waiting for a response from the cell tower that the message has been successfully sent. If that's the case, killing the app won't work.

For future reference, you can use something like Titanium Backup to make backups of previous app versions and revert to them if something goes wrong (This saved my bacon when I almost got locked out of my Google account due to a botched Authenticator update).
