You'd basically have to ask Google (or the manufacturer, perhaps) this. From a completely literal standpoint, the answer is "because it was not implemented", but I assume that's not what you're looking for. I doubt anyone but Google would know why they chose to implement the features they did, though (and, conversely, why they omitted the ones they didn't).

Your second question is basically answered by Will I still receive OTA updates after rooting my Nexus 5? (the original asker had a Nexus 5, but the same should apply here).

From a file manager? From an adb shell? Are you looking to set this up purely for navigation within the filesystem, or do you have another goal, like trying to get an app to recognize files in separate locations?

That's discussion related to updating from one version of CM to another. In that case you're right, you generally don't need to do a factory reset. That's not what this question is asking about, however. When installing CM for the first time, it is still recommended (and typically required) to perform a factory reset in order to prevent the device from getting stuck in a boot loop.

"Invalid syntax" suggests a problem with your Python script. Either that or monkeyrunner doesn't accept the path as a quoted string (I would think that's less likely, but I've never used it). It doesn't appear to point to a missing executable anywhere, though.

Based on the source, it looks like the .bat file simply invokes the Java runtime. I don't see references to an executable anywhere. Are you sure there's supposed to be a .exe file? What output do you receive if you try to run your scripts?
