How to change Change "administrator" account in androidAndroid

I wanna know how can I change the administrator on my device. I am using Android 7.0 android and I have multiple accounts and by default, the administrator of the device is the first user.

 

Now, some of the privileges are reserved for the first user, like creating a hotspot and others. 

I wannawant to do that from the second user account as well, is it possible?

Also, how

How can I sharechange the administrator on my files between users, I didn't find any app for this. There must be some path like in PC. In Linux, you can easily do that. Given Android is based on Linux kernel there must be any similar facility, I guess.device?
