Why does androidAndroid keep apkAPK files of installed apps?

Android keeps apkAPK files of installed user apps in /data/app/data/app directory and system apps in /system/app/system/app directory. 

Does it mean androidAndroid extracts the dex files from the apkAPK files every time the app is launched? If not, can I safely delete the apkAPK files and still run the app?
