I just purchased a Moto G. I can't find a voice dialer that works in places where there is no access to wifi/data. The Google app just displays a message that Google can't be reached. The phone already has Offline language set to English(US). Perhaps there is a different app out there that will work? None of the apps that I've tried so far have helped with this problem (Utter!, Speak2call, I've tried a bunch).

I can't even believe this is an issue. My old flip phone with no wifi/data capability had no problem voice dialing contacts on the phone's contact list.

It's likely because most 3rd party apps as well as Google's own offering rely on Android's Text-to-Speech capability, which doesn't appear to be available offline on your device.

I understand you have set the offline language, but do just verify the following settings are set correctly:

Go into the Settings app on your phone and navigate to Language & input » Text-to-speech output. Tap on the Settings button next to Google Text-to-speech engine and then on Install voice data.

Ensure that the correct voice data is downloaded
