Does flashing not erase signed binaries? Someone said the sp flash tool is a binary editor. Is there something behind that, that prevents the new binaries from working if they are not signed?

For a phone I am developing, I need to prevent someone from having the ability to flash rom successfully.I realized you cannot prevent flashing rom, but it doesnt mean it has to be successful. Please let me know if the signed binaries is the way to do this.
