I was trying to backup photos received on Signal and Threema to Google Photos.

However, I cannot find their folders in the Google Photos settings to select them for the backup.

Can these just not be backed up in the same way as WhatsApp can be backed up?

    Try finding them using the file manager app instead. That said, WhatsApp's photos are located on the external storage (/sdcard/WhatsApp/Media/WhatsApp Images) that is public for all apps to access. I don't know where Signal and Threema store their photos. If they are on the internal storage (which can only be accessed by the respective app), then Google Photos can't access them.
