I am having trouble flashing TWRP to my Pixel 5. The error message I get is Not allowed to flash (recovery).

When I try looking up the answer, it says the bootloader isn't unlocked. Yet... it is.

Anyone know what's up or how to get around it?

Edit: Here is the output

> adb devices

List of devices attached
11191FDD4000KZ device

> adb reboot bootloader

> fastboot flash recovery twrp-redfin.img

Sending 'recovery' (98304 KB) OKAY [ 3.719s]
Writing 'recovery' FAILED (remote: 'Not allowed to flash (recovery)')
fastboot: error: Command failed
