i want to block a range or individual Unicode characters from being displayed on my device, from my browser to my e-mail program. is it possible, without root? with root?

if not for the whole OS/device, then what about individual programs like browser (PaleMoon, currently) or e-mail (K-9)?

i don't mean strings of characters, like a blacklist of "naughty words," but just for example, all Russian Cyrillic characters or Korean Hangul. this wouldn't necessarily be a font-based thing, as if i wanted to block 'Ü,' that's something that would or could be encoded in many fonts, but if you have a font-based solution beyond 'uninstall/delete the font,' that could help.

i have a Motorola with 8.0.0, but would consider back-grading to an older OS.
