My Samsung Galaxy Note8 (N950F) let me create a WiFi hotspot while connecting to an access point. Most of the other android smartphones doesn't allow hotspot creation in this manner, only allowing the creation of hotspot from mobile data. What's inside the Note 8 smartphone which is allowing such functionality? Is there any name for it?
