Based on your comments, it seems like you want to be able to install apps using ADB, and your question might be better rephrased as "Can I enable ADB on the Galaxy Gear?". Of course, I might be misunderstanding your intentions entirely (let me know if that's the case!)

- Swipe to "Settings"
- Scroll all the way down to "Gear Info"
- Enable "USB Debug"
If you're on Windows, you'll doubtlessly need the Samsung USB Drivers. But other than that, you should be pretty much set!
