This is now possible using stock Android using do not disturb mode. You can set do not disturb on, but still allow calls and alarms. Works on a Pixel 2 at least. You won't get vibrations from messages, but the status led will still light up.

You should flash a custom recovery, then reboot your phone in recovery. And then in the recovery, wipe the Dalvik-cache.

You can do this using Connectify software. I had recently put up a thread on a different site. My PC too doesn't have a WiFi module. My proposal was to use an external USB WiFi module, and then turn that into a hotspot. People in Physics Forums (check the second link) have said that in principle, this should be possible.
