You can change the system-wide time and/or timezone in Android but you cannot change either of both in individual apps because apps usually make use of system APIs to get time/timezone.

The Total Commander app can only work with saved ZIP files. This is defined in it's AndroidManifest.xml:

Navigate to Settings > Device Care > Battery > App power management > Apps that won't be put to sleep. Add Gmail to this list to prevent it from being put to sleep for battery optimization. You could also disable this feature entirely by disabling "Put unused apps to sleep."

I had the same problem with my new s10, and the clear data didn't work.
I had to dig in the settings to find it out that when turning the power save mode, it disables the auto syncronization.
You can manually turn sync back in the setting menu when you swipe down from the top. and preserve the power save mode.
