Please change your audio file format to .wav; now you give it a try to assign the ringtone. It will work! Since, I had this same issue when I tried to assign a ringtone in an .mp3 file. Then, I changed the .mp3 format to .wav format; it works!

Heads up to anyone that finds this happening on a Nexus 7. Same problem except there's a secondary problem after explicitly specifying platform tools. Force flashing userdata doesn't allocate all the remaining space for userdata. Solution is to resize it afterward before first boot.
