@Robert I am not getting an access denied error, also the question (and answers) are specifically referencing Chrome.

@silencedogood Does HTML viewer normally support JavaScript? I tried opening an HTML file with JS with HTML Viewer on my phone, it didn't say that JS isn't supported, but it also didn't render any of the JS, only the HTML and CSS.

Is this still relevant? It seems that it is /storage/emulated/0.

@Robert I added in why I can't install apps. The phone is the Fig Flip II, but nobody has heard of it - its a really small company.

@Robert Is it an app that I would have to install? Because my phone only comes with basic apps, and I can't install any more.

@Antonk Or use an ipad, where you can block app store, and there are no apk-type-installs.

@Firelord I don't want a browser/any other apps on my phone, and I don't want to be able to install any, in any way. Its for religious reasons.

@antonK not yet. What does your kid need on there, though? Maybe you could get a specialty device or internet filter on it.

You can uninstall package installer with adb.
