The question doesn't assume it is Android specific. The question asks how to fix it for Android. For example in Windows disabling the touchscreen in devmgmt.msc will fix it there, and an entry in /usr/share/X11/xorg.conf.d will disable it in Linux. No messing around with hardware required.
