I've encountered an interesting case - an app, f-droid.org/repository/browse/?fdid=com.nanoconverter.zlab which has a defect - it offers background service and widget, yet my 4.2.2 can move it to SD card (losing that functionality, ofc).
@flxh, sorry, I can't say for sure without configuring a lab. Just tested with simple anti-censorship VPN I use and Tor over VPN tunneling didn't work. Also, expanded the answer a bit on how to figure out current connection type from location reported by network service.
