I am trying to transfer progress in a game to a new phone by transferring the files. In the case of some games, I was able to do that by copying files from Android->data. However, in other cases I am not able to find the save files.

May be specifying the game name could help in providing you with a better answer of where the files are, but many backup applications can do this for you, Titanium Backup is by far the most popular.
